octave depends on octave-common, which itself recommends fonts-
freefont-otf. So I don’t understand why fonts-freefont-otf was not
installed on your system.
Perhaps he has this setting in his configuration:
APT::Install-Recommends "false";
In any case, I don’t see what should be changed at the octave level
We could change the Recommend into Depends. Of course, Octave can be
used without plotting, but most users would expect that plotting works
out of the box.
