Man pages are no longer exists for VICE, see the 3.5 release news [1]: "Another bunch of files were removed because their content was hopelessly outdated and/or could be moved to other files: - removed the MAN pages. Read the html or pdf manual instead."

Those are meant for placeholders for the source and its installation scripts. The original binary files are still non-free unfortunately.
