Makes sense indeed, thanks for raising!  Will do that once dropbear-
initramfs has be demoted to Suggests from Recommends (#958526).  Doing
it earlier would introduce a regression on systems installing dropbear
without `--no-install-recommends` (default behavior).

The demotion will finalize the package split started in 2015; could have
done that with Bullseye already (oldoldstable = split, oldstable =
reclaim name of the dummy package and demote other binary packages from
Depends to Recommends, stable = further demote to Suggests), but I
forgot to proceed between Stretch and Buster unfortunately.
