"libvirt-guests is configured not to start any guests on boot" on every system boot if ON_BOOT is set to anything other than "start". This is confusing to inexperienced systems admins who think it means something is wrong, and serves no useful purpose. It is, at best annoying to an experienced systems admin who has made the choice to not use this script. Please either remove this output entirely, or provide some additional mechanism in the /etc/default/libvirt-guests file to shut it up!
