Is it possible that this happened because you installed 5.44+dfsg1-2
which enabled it, and when upgrading to 5.45+dfsg1-1 it was not
disabled, because --no-install doesn't automatically disable something
already enabled? Do we need to add postinst upgrade hooks to disable
it again for those who installed 5.44+dfsg1-2?
