According to
https://release.debian.org/bullseye/essential-and-build-essential.txt
(linked from https://release.debian.org/bullseye/freeze_policy.html)
neither is (build-)essential. Just dpkg is, but neither apt nor
gnupg. Which IMHO makes sense: You don't need apt for build-essential.
And it's not essential either despite it regards itself as such when
considering removing itself.
