After updating the BIOS of the ThinkPad X220 from 8DET56WW (1.26) to 8DET76WW (1.46), this behavior no longer occurs. The screen now returns to its pre-dim brightness level when the screen is unblanked under wayland.
This was a false report; not a bug with gnome-settings-daemon.
