how-can-i-help could suggest creating screenshots for packages without
any that should have some sort of screenshot

Anything that has a user interface or contains fonts, images, icons or
documentation should have a screenshot.

hcih could load the list of packages without screenshots JSON:

https://screenshots.debian.net/json/packages-without-screenshots

and then iterate through the apt package cache looking for packages
that have the debtags that indicate the need for a screenshot:
