If anyone asks me, the correct behavior for any interface that uses the manual method should be to never create the IPv6 fe80 local link, and instead assume that it will be manually created via other means, the same way it already is for Ethernet devices. Whether the interface is listed on the allow-hotplug line should not have any influence on this behavior.
