I notice that the utalca.cl zone still only has a single name server; the DNS has required two since at least 1987 (https://tools.ietf.org/html/rfc1034#section-4.1). This was noted in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=880604;msg=32 as well.
