The newer version 2.3.1-1 is failing to build on s390x due to an architecture-specific bug in floating point math handling acknowledged by upstream. Unfortunately, he says he won't be able to fix this until a future pcb-rnd release. In the meantime, since this package is unlikely to be used by s390x port users, and the new version has functionality important to users of the package on other architectures, upstream recommends we just flush previous binaries and allow versions 2.3.1-1 and beyond to promote to testing and eventually stable release.
