This mess is the result of the kernel maintainers changing their mind on how the bridge module should work. This isn't bridge-utils' fault. bridge-utils merely tries to adapt to those changes and retain some sort of sanity in its /etc/network/interfaces syntax. Personally, I really don't like the randomness of the kernel bridge module. It leads to highly unpredictable results, which is not what we want for network configuration. bridge_hw was supposed to mitigate this, except that the kernel seems to either ignore it or only use it AFTER it has already decided which interface's MAC address it will use and extrapolated the EUI64 IPv6 accordingly.
