I think that systemd-homed should be packaged from Debian
just for the simple reason of giving users choice.

For example I have a persistent live system installed on a USB stick
that I share with some friends. Full disk encryption would be hard to implement
and not that useful, and it would be better to encrypt on a per-user basis. 
SSH is not an issue in this case, since a USB stick does not need to be 
accessed remotely.

I know that this is not the most common use case, but giving the user choice 
and not imposing anything controversial by default is a better approach, in my 
opinion.
