This was like that to preserve things working like they used to (some years
ago, when we introduced hotplug)

The problem is with neither, I believe.

When I saw your setup I learned about hostap ifupdown interfaces option, I
didn't knew about it.

I'm trying to make a setup that works like you and I think I may have some
clues on this, and things point to hostap package and its ifupdown thing,
but before extracting something out of my tests I need to know, your
hostapd.conf for all those cards, they all have a bridge=br0 line on them?
