neurodebian Build-Depends on xcftools which ideally should not be
released with bullseye. As it looks xcftools is used for calling
xcf2png. This can be equivalently be done with convert from
imagemagick, can you please check to switch away from xcftools for
this conversions?

game-data-packager for instance has already the casing to use convert
if xcf2png is not available. So you could do similarly.

Ivo De Decker confirmed to fill those bugs with serious severity to
make it possible to release bullseye without xcftools:

them to switch
< ivodd> if it's as easy as it looks from the bug report, it shouldn't be a big 
issue
< ivodd> if it turn out it's more complicated, we can still revisit the issue

if it turns out to not be feasible we later on can revisit the severity and
postpone it for bookworm.
