I have recently uploaded bridge-utils to salsa at https://salsa.debian.org/manty/bridge-utils There I have a lot of patches, I hope some of them, including the last commit, which I don't know if it will make it to Bullseye, will help you solve the problems you had with IPv6 before, at least they solve some DAD problems and some other IPv6 things. I'm not sure the last commit fits for release at this time of freeze, I hope so, as it really makes static IPv6 work ok.
