   * What led up to the situation?

- My emacs is configured to list most-recently-modified files first in
  dired.  I set this up years ago, and it has been a game changer.  It
  is so cool to let chaff drift off to the bottom of a dired buffer.
- This makes it easy to drill down into recent work.  For example, my
  current work is on
  ~/<employer>/projects/2021-01-04-Rerun so I expect to be
  able to open ~/<employer> and then press f a few times to be editing the
  most recent work there.


   * What exactly did you do (or not do) that was effective (or
     ineffective)?

As a workaround, I 'touched' the directory of the 2021-01-04 project.


   * What was the outcome of this action?

An hour later, the old project again shows as 'touched'/modified today!
WTF?  Opening it, I instantly see that its '.git' was touched on
Mar 1 at 10:00.

   * What outcome did you expect instead?

I expected the old project's .git directory to show as not modified for some
weeks, because I have not been working on it at all.

This has the additional unpleasant effect of having every single .git
directory (about a hundred of these, most totally inactive) show up as modified
every time I back up the file system using rsync.
