After discussing this with smcv on #debian-gnome I have tested the enclosed debdiff.
This works just fine adding support to budgie-desktop [v10.5.2 currently in testing] (which uses mutter as its window manager) - it retains the advantage of ensuring that - for example - plasma users are made aware that gnome-shell will be installed if installing gnome-remote-desktop. David
