Package: squid
Version: 4.13-6
Severity: normal
Looks like we still have a problem, the postrm auto added hooks by debhelper
are disabling the service when you purge squid and squid-openssl is installed.
The problem lays here, but as I said, this is auto added code :-(
if [ "$1" = "purge" ]; then
if [ -x "/usr/bin/deb-systemd-helper" ]; then
deb-systemd-helper purge 'squid.service' >/dev/null || true
deb-systemd-helper unmask 'squid.service' >/dev/null || true

Don't really know how to solve this in code right now, I'll have to think
about it, I'm accepting ideas.
Meanwhile, if you encounter this bug, just do: systemctl enable squid
Regards.
