Bug#984970: buildbot 2.10.2 in Debian/bullseye

Unfortunately, I don't know if 3.0.0 is stable. It deprecates a lot of
things and only has been out for a couple of days.

I'll submit 2.10.2 first and then I'll check with the python team what
they think.
