No, it is not fixed. You removed the dependencies from
qemu-system-common, but the ones in qemu-system-data remain. The next
binNMU will therefore reintroduce the uninstallability. :-(
AFAICS the right fix would be to make qemu-system-x86 and co. depend on
qemu-system-data (= ${source:Version}) and remove the dependencies on
qemu-system-foo from qemu-system-data.
