Bullseye is frozen for the next Debian release, and because of this: "only small targeted fixes are appropriate for bullseye. We want maintainers to focus on small, targeted fixes." https://lists.debian.org/debian-devel-announce/2021/02/msg00002.html New upstream releases are most definitely not being considered because of this.
