This is deliberate, see #948514. The link is only useful in devel mode, so IMHO doesn't even warrant a Suggests. OTOH omitting the link (or not installing libjs-less) breaks the devel mode; I'd therefore rather keep it so people don't have to manually fiddle around with the installation directory.
