Hello Andreas,
indeed, the broken symlinks are present because one file is in the
-dev package, the other in the "plain" package, e.g.:
helge@samd:$ dpkg -S /usr/share/man/de/man4/tty_ioctl.4.gz
manpages-de: /usr/share/man/de/man4/tty_ioctl.4.gz
helge@samd:$ dpkg -S /usr/share/man/de/man2/ioctl_tty.2.gz
manpages-de-dev: /usr/share/man/de/man2/ioctl_tty.2.gz

So if only the "plain" package is installed, the link is broken. 

This is difficult to fix, because man pages in section 4 are not meant
in the -dev package, while a (hard) dependency would defeat the
purpose of the -dev package. 

Furthermore, in case the -dev package is not installed, the fallback
to the english version would be (safely) performed, as intended. (I
just checked this). So the impact is really low. 

However, I noticed that Tobias intended to fix this already in #876047
and #875419. Somehow this fix is not working anymore, I will check
what fails here…

Since these are two links per language (out of ~974 files) I think
this bug can be ignored for bullseye.
