I think over time this bug grew a bit and also included pam_securetty, probably by my mistake. login's default pam config uses pam_securetty, which also complains about the missing file: Apr 06 10:15:25 debbuild login[838066]: pam_securetty(login:auth): Couldn't open /etc/securetty: No such file or directory But we can certainly track this in a separate bug.
