Hi. I've reverted this change as I believe it's based on a flawed
interpretation of the FHS. Please see

The comment about debsums indicating that the file has changed is
entirely correct. That's called working as designed:
debsums is intended primarily as a way of determining what installed
files have been locally modified by the administrator or damaged by
media errors and is of limited use as a security tool.
Running update-pciids counts as 'locally modified by the administrator'
to me.
