Just an additional data point:
I've run (in my local piuparts instance) all buster->bullseye piuparts
dist-upgrade tests on amd64 that involved ca-certificates(-java) as a
dependency or recommendation to ca-certificates(-java) packages with my
proposed patches applied and have not encountered any upgrade problems.
