Hi

The dwarves binary package only provides command line tools.  As long as
the tools themselves are compatible between the architectures, aka are
not restricted to read files of the format of the host architecture, the
package should be marked as Multi-Arch foreign, so it can be used from a
different architecture.

As linux does not fail using it while cross compiling an arm64 package
on amd64, I assume they are sufficiently compatible.  So please mark the
binary package correctly.
