crossgrader won't be able to work if python3-apt cannot be crossgraded, so there's no case where it would work. However, even without the Multi-Arch changes for python-apt-common, crossgrader works around the problem in Buster without user input required. Perhaps some part of APT was changed which prevents it from working.
