Yes, and I included a forward fix.

I tested this, i.e. created a buster chroot with manpages-de, psmisc,
procps. Enabled backports for manpages-de and dist-upgraded all
packages. Installed the backport for 4.10.0.1. Then switched sources
to testing and did another dist-ugprade. 

Everything worked. No conflicts, all packages at the expected version.
