David Turner noticed the following, and I just wanted to make sure it
was kept track of in Debian as well. As you can tell, it's already
been forwarded upstream.

| I was just flipping through the ncurses files and found a bunch without
| license notices (and a few with bogus notices).  test/* are missing
| notices.  form/fty_* has the following notice:
