gitlab-workhorse binary package is now built by src:gitlab, but since ruby-declarative-policy is still in NEW, we can't upload the src:gitlab package to the archive yet (this is currently served from my personal repo https://people.debian.org/~praveen/staging/). So once ruby-declarative-policy is accepted and src:gitlab including gitlab-workhorse binary package hits the archive src:gitlab-workhorse can be removed.
Since 990889 is affecting the version in bullseye, it can be removed from bullseye already (since it is an rc bug). I'm filing a bug with release team for this.
