Doesn't the Breaks/Replaces need to be with versions (<< 2.31-14)
instead of (<< 2.31-13)? 2.31-13 is the version in bullseye, and 2.31-14
is the one with these changes:

> * debian/debhelper.in/libc-dev.install{,.hurd-i386}: do not install
> librpcsvc.a.
