I believe that this was fixed upstream with https://github.com/canonical/cloud-init/pull/800, which was released with cloud-init 21.2 So the fix should be available in unstable and testing at this time. I don't have the ability to launch an Azure VM to confirm this, so if you're able to do so, that would be appreciated. We can then consider options for (old)stable branches. noah
