I believe that this was fixed upstream with
https://github.com/canonical/cloud-init/pull/800, which was released
with cloud-init 21.2

So the fix should be available in unstable and testing at this time.  I
don't have the ability to launch an Azure VM to confirm this, so if
you're able to do so, that would be appreciated.  We can then consider
options for (old)stable branches.
