* What led up to the situation?
- Fresh installation, same with debian 10 about a year ago, doesn't work
from clean install
- ppc64le issue, this problem doesn't occur on x86/64.
- without the menu - can't configure accounts hence unusable application.
- the error occurs on both physical ppc64le system and qemu (under x86/64)
emulated ppc64le enviroment.
