I don't know about firefox+CUPS specifically, but I had a similar
problem under gnumeric. I eventually discovered the unacceptably long
delay opening the print dialog was because my CUPS setting had network
browsing switched on.  Each time, the application would refresh the
printer list, which in a larger size work environment could be dozens if
not hundreds of printers, with a corresponding response delay.

I "solved" it by simply switching off Browsing in /etc/cups/cupsd.conf
and explicitly setting up the printers I want to use.  My comments there
tell me I did that in January 2005. I'm not sure what the current state
of CUPS is, since I now notice my "Browsing Off" command is commented
out, so cups should have gone back to the default of "Browsing On".
Maybe they changed the default or maybe they improved printer browsing,
I don't know, but I haven't had recent problems.  I'm still not seeing
networked printers so it seems more likely they changed the CUPS default
behaviour.

I think this bug can probably be merged with #323780.
