Upstream development is not healthy, but not entirely dead:

Having said all that, I am inclined to say that this package
could/should be removed from Debian if it causes delays in the Ruby 3.0
transition.

It does not cause delays, ruby3.0 is in testing since October 20th and ruby-defaults (1:2.7.6) migrated yesterday.

ruby-netcdf has no rdeps and low popcon, it's insignificant in the greater ruby3.0 transition.

The package will be removed from Debian if it doesn't get fixed in time for the bookworm release.

Its maintainer and upstream developer said he'd work on fixing it, and there is still plenty of time for that.
