haproxy in buster, bullseye, etc, has this logrotate snippet:
postrotate
/usr/lib/rsyslog/rsyslog-rotate
endscript
which fails if rsyslog is not installed.
Clearly the postrotate script should only call rsyslog-rotate if that
binary exists.
