Ah, OK.  AFAICT, I've been using caff since 2010, so I suppose I
shouldn't be surprised that my ~/.caff could use some modernization. :-)
In particular, I still have a ~/.caff/gnupghome/options containing

  keyserver pool.sks-keyservers.net

That's fair.  In that case, though, perhaps caff should refrain from
suggesting any specific server or pool until there's a sufficiently good
choice again.
