I've just opened an ITP bug for kmscon, #1004919. This package depends on libtsm version 4.0.0 or greater. Upstream development has long stopped on libtsm and kmscon depends on a fork by the same author at https://github.com/Aetf/libtsm. I have prepared packaging for version 4.0.1 from the fork at https://salsa.debian.org/viccie30/libtsm. You are welcome to use that, but I'm also willing to take over maintenance if you want.
