Looking at the NEWS file, I wonder if this is related to
* Routes managed by routing daemons are now ignored. This is done to address a performance bottleneck on specialized routers.
Could you please raise this upstream at https://gitlab.freedesktop.org/NetworkManager/NetworkManager/-/issues What you see might be a deliberate change in behavior or a simply a bug. The upstream developers can help you further with this. Regards, Michael
