Yes, we can create a README file in /var/log/pagekite to avoid the
confusion it creates. Alternatively, could the confusion have been
avoided if /var/log/pagekite directory was not created at all? I would
guess that people will start looking at centralized logging such as
/var/log/syslog when they don't find service specific logging.

My idea was more to replace the file content in /var/log/pagekite/ with
instructions to look elsewhere, but a README could work too.

I was looking in /var/log/pagekite/ because it was the place to look the
last time I debugged pagekite.  I assume new installations do not have
this directory at all.

We have /var/log/pagekite listed in debian/dirs. New installations might be creating this directory unnecessarily.
