linphone-desktop's settings has a H264 codec available. When you activate it via the Status button, it downloads Cisco's OpenH264 library but fails to enable the codec. This is free software but downloading it this way is discouraged in Debian. It is available as Debian package, so please either use that and make it work or patch the program not to offer the non-functional codec.
