The recent upstream versions depend on additional Python libraries
that are not yet packaged in Debian.

Thanks for asking. This is tracked in Debian bug#783396.

As described in that bug report, many new dependencies have arisen for
the upstream ‘irc’ library in recent versions.

yet in Debian.
