I am opening this for visibility and to start the investigation.  It's
not yet known whether this is related to the auto-openssl transition or
if the breakage is caused by a change in another package.

The buildds are encountering build failures during a binary rebuild,
despite building correctly before, and still building correctly on other
architectures.  The failures are reproducible:
