Well, Catalan and Spanish are different languages, thus «ca» locale files are listed under its own site: https://www.debian.org/international/l10n/po-debconf/ca And partman-hs is on there: https://i18n.debian.org/material/po/unstable/contrib/p/partman-hfs/debian/po/partman-hfs_2_ca.po.gz I guess that's right.
