Aren't you supposed to orphan it even if you're an uploader?
Atleast I have seen several orphan bugs like these.

If not, what's the official procedure to say " I'm not taking care of it 
anymore"?

Orphan a package means also change maintainer to qa.debian.org, not staying in the team
