The WebVTT decoder in ffmpeg breaks when there are common chunks like STYLE and REGION in the file. An upstream bug is here: https://trac.ffmpeg.org/ticket/8684 The ffmpeg patchwork server contains several patches fixing this problem (see https://patchwork.ffmpeg.org/project/ffmpeg/list/?q=webvttdec for a list).
