Oh, sorry. Yes, we have discussed this (I thought we did it through
the BTS but seemingly not) and I was suggested to simply have
libgd2-{xpm,noxpm}-dev provide libgd2-dev.
I sat down to do just that, but got entangled in other improvements of
the packaging (better code sharing between various GD-related
packages) but didn't finish that other work, and forgot about this
one...
I'll pick it up again!
