I'm rethinking this bug report; although it would not be entirely sufficient, much of my request would be satisfied if lintian were to error on m/Copyright[^a-z]*GPL/si.
This would solve about half of the problems about which I'm complaining (in other people's packages, not lintian). There still needs to be a better enforcement of the copyright file; each file needs to list at least one copyright holder, but I'm not sure how to do that for existing packages, without introducing lots of false-positive errors (for new packages, it should be sufficient for dh_make to use "Copyright Holder: <names here>" instead of "Copyright:").
